RULES OF ORDER

OF THE ANNUAL CONVENTION.

RULE I. After Divine Service, the President shall take the chair, and the Convention having been organized for business in accordance with Canon IX., the order of procedure shall be as follows:

(1.) The election of a Secretary, and, in case of a vacancy, of a Treasurer. (2.) Resolutions of amendment of the Rules of Order.

(3.) The appointment, by the President, of three Committees of the Convention, viz: a Committee on the Admission of New Parishes; a Committee on the Constitution and Canons, to consist each of five members, three Clergymen and two laymen; and a Committee on Finance, to consist of three members, one Clergyman and two laymen.

(4.) The appointment by the President of a Committee to report vacancies in any of the Boards of Trustees elected by the Convention, and to nominate persons to fill the same, and also persons to be elected Diocesan Members of the Missionary Council.

(5.) The presentation by the Secretary of a report of the business remaining unfinished at the last Convention.

(6.) The reception and reference of papers concerning the Admission of New Parishes.

(7.) Presentation of Parochial and Clerical Reports; Report of the Treas urer; Report of the Trustees of the Bishop's Fund; Report of the Trustees of Donations and Bequests for Church Purposes; Report of the Trustees of the Fund for Aged and Infirm Clergy and Widows; Report of the Trustees of the Clergyman's Retiring Fund; Report of the Registrar of the Diocese; abstracts of which only shall be read, unless otherwise ordered by the Convention.

(8.) Presentation of the Abstract of the Proceedings of the Standing Committee.

(9.) Notices of motions or resolutions which are to be introduced as New Business; motions of reference to Committees of the Convention named in clause (3.); presentation of Reports of Committees appointed at last Convention; motions for Special Orders of the day.

(10.) RECESS.

(11.) The Report of the Committee on the Admission of New Parishes; the Admission of the Parishes, and the Reception of their Lay Delegates. (12.) The Annual Address of the Bishop, unless he shall prefer another time for its delivery.

(13.) The election of the Standing Committee. And in this election, each member of the Convention may vote for five persons at one ballot, and the five persons who receive the highest number of votes shall be declared elected; provided, that no person shall be declared so elected unless he receive a majority of the whole vote cast. If less than the whole number be thus elected, the Convention shall proceed to ballot for the remainder.

(14.) The election of Deputies and Supplemental Deputies to the next General Convention.

(15.) The Business of the Missionary Society of the Diocese, including the nomination and appointment of the Board of Directors.

(16.) The Business of the Episcopal Academy.

(17.) The Business of the Church Scholarship Society.

(18.) The Report of the Committee on Finance; Report of the Committee on the Constitution and Canons; Report of Committee appointed to nominate persons to fill vacancies in the Diocesan Boards of Trustees, to be followed by their election; Reports of other Special Committees.

(19.) Miscellaneous Business.

RULE II. On the second and any subsequent day, after Divine Service, the order of business shall be as follows:

(1.) Reading and approving of the Minutes.

(2.) The disposal of the unfinished business of the Convention, in the order above prescribed for the first day; the business, however, which was under consideration at the time of the adjournment of the Convention to be first disposed of.

*RULE III. If the President ex-officio is not present at the opening of the Convention, the Secretary shall call the Convention to order, when the Senior Presbyter present shall take the chair; and, in such case, immediately after the organization of the Convention, a President shall be elected from among the Clergy.

RULE IV. When the President takes the chair, no member shall continue standing, or shall afterwards stand, unless to address the chair.

RULE V. When any member is about to speak in debate, or present any matter to the Convention, he shall rise from his seat, and, with due respect, address himself to the President.

RULE VI. No member shall speak more than twice in the same debate, nor on a question of appeal more than once, without leave of the Convention.

RULE VII. A question being once determined, shall stand as the judgment of the Convention, and shall not again be drawn into debate during. the session, unless with the consent of two-thirds of the members present, upon a motion to reconsider, made by one of the majority on the first decision.

RULE VIII. Every member present shall vote when a question is put, unless excused by the Convention.

RULE IX. No motion shall be considered as before the Convention unless it be seconded and reduced to writing when required, and announced by the Chair.

RULE X. When a question is under consideration, no motion shall be received except to lay on the table, to postpone indefinitely, to postpone to a certain time, to commit or to amend; and motions for any of these purposes shall have precedence in the order herein named.

RULE XI. Motions to lay upon the table and to commit shall be decided without debate.

RULE XII. A motion to adjourn shall always be in order when no member is speaking, and, if unqualified, shall be decided without debate.

RULE XIII. All amendments shall be considered in the order in which they are moved. When a proposed amendment is under consideration, a motion to amend the same may be made; no after amendment to such second amendment shall be in order; but a substitute for such second amendment or a substitute for the whole matter, may be received. No proposition on a subject different from that under consideration shall be received under color of a substitute.

RULE XIV. The mover may withdraw a motion or resolution at any time before decision or amendment, with the consent of the Convention; in which case it shall not be entered upon the Minutes.

RULE XV. If the question under debate contains several distinct propositions, the same shall be divided at the request of any member, and a vote taken separately; except that a motion to strike out and insert shall be indivisible.

RULE XVI. In elections by ballot, all votes cast for eligible candidates are to be counted, whether such candidates have been nominated or not; but blank ballots shall not be counted, unless it be necessary to determine a quorum.

RULE XVII. All Special Committees shall be appointed by the President unless otherwise ordered.

RULE XVIII. The reports of all Committees shall be in writing, and shall be received, of course, without motion. They shall be entered upon the Minutes, unless otherwise ordered. If recommending or requiring any action or expression of opinion by the Convention, they shall be accompanied by a resolution for its consideration.

RULE XIX. No printed matter of any kind shall be distributed in the Convention or placed in the seats, except by the authority of the President or the Secretary.

RULE XX. No rule of order shall be suspended, unless by a vote of two-thirds of the members present; nor shall any be changed or rescinded without notice at the first morning session of a motion to that effect, and by a vote of two-thirds of the members present.

RULE XXI. Before the final adjournment of the Convention, the Minutes of the last day's proceedings shall be read, corrected, and approved.

RULE XXII. The presiding officer of each Annual Convention shall appoint four Auditors, whose duty it shall be to examine the accounts of the Treasurer of the Diocese, and the reports and accounts of all Boards of Trustees which hold permanent funds and are required to report to each Annual Convention; and said Auditors shall also identify the various securi. ties in which such funds are invested. The certificate of at least two of the Auditors that they have performed their duties under this rule shall be presented to the Convention with each report and account which they are required to audit. The expenses of the Auditors shall be paid from the Treasury of the Diocese.

STANDING RESOLUTIONS.

In the Convention of 1886 (see Journal, page 40) it was

Resolved, That the Treasurer of the Diocese shall pay the expenses of the Clerical and Lay Deputies of this Diocese to the General Convention (see Journal of 1885, page 73) upon the order or certification of the Bishop or of the Chairman of the Standing Committee.

In the Convention of 1890 (see Journal, page 43) it was Resolved, That the sum of two hundred dollars ($200) be paid to the Secretary for his services rendered to this Convention.

In the Convention of 1892 (see Journal, page 62) it was Resolved, That the Bishop be requested to appoint the opening services of the Convention at an hour which will permit the Convention to be called to order for business at eleven o'clock a. M.

In the Convention of 1894 (see Journal, page 75) it was

Resolved, That the Treasurer be and hereby is directed to pay all orders drawn on him by the Secretary, or the Registrar, or the Treasurer of the Board of Trustees of Donations and Bequests, and approved by the President of the Standing Committee of the Diocese.

In the Convention of 1895 (see Journal, page 65) it was

Resolved, That the Treasurer, the Secretary and the Assistant Secretary of the Convention be appointed a Committee to act in consultation with the Clergy or Committee on Hospitality in the place where the next Annual Convention is to be held.

Resolved, That this Committee be authorized to expend in their discretion a sum not exceeding one hundred dollars, from the Convention Fund, for purposes of hospitality in connection with the attendance of Delegates at the Convention.

In the Convention of 1896 (see Journal, page 87) it was

Resolved, That the Rules of Order of any Convention shall be in force a the next Convention until otherwise ordered.
