Registrar's Report, 1897.

To the Convention of the Protestant Episcopal Church in the Diocese of Connecticut, to be holden on the second Tuesday of June, 1897.

The Registrar of the Diocese begs leave to present his report.

There have been sent me during the past year the Journals of twenty-five Dioceses and two Missionary Jurisdictions for 1896, of one Missionary Jurisdiction for 1895 and one for 1897, the Constitution and Canons of Minnesota, the sixteenth Annual Report of the Connecticut Branch of the Woman's Auxiliary with the seventh Annual Report of the Junior Auxiliary, and the Litchfield Archdeaconry Record.

The Bishop has put into my custody the official copy of the Book of Common Prayer from the Standard of 1892, duly authenticated according to Canon and sent to the Bishop as the Ecclesiastical Authority of the Diocese "in trust for the use thereof." For the proper preservation of so valuable and handsome a volume, I have had an oaken box made in which it may be kept. In my judgment, it should be placed in a vault until the Diocese has a fire-proof room for storing its archives.

The Rev. S. O. Seymour, sometime Secretary and now President of the Standing Committee, has deposited with me a box of papers relating to the business of the Standing Committee.

The Secretary has deposited with me the volume of manuscript records of the Diocesan Convention from 1882 to 1892 inclusive, and the manuscripts of Bishop Williams's Convention Sermons in 1883 and 1884; also the official copies of the Notifications to the Dioceses of proposed changes in the Book of Common Prayer 1886-89 and 1889-92 and of the Notification of alterations and additions made in the said book 1889. He has also sent me the Journals of forty-eight Dioceses and seven Missionary Jurisdictions for 1896, the Primary Journals of four new Dioceses and one Missionary Jurisdiction for 1895, three Bishops' charges or addresses, and three other pamphlets.

I am indebted to the Secretary of the Church Club of Connecticut for a copy of its Constitution and Roll for 1896, and to its President for a copy of the volume of Lectures delivered before the club in Lent 1896.

Dr. F. J. Kingsbury has kindly given me an opportunity of making extracts from a copy of the records of the Church in New Cambridge (now St. Matthew's, East Plymouth), made by the Rev. X. A. Welton. I have also been able to secure a copy of certain papers of interest relating to the consecration of Bishop Jarvis, which have lately come into the possession of the House of Bishops.

Mrs. William Tatlock has sent me, from the library of the late Rev. Dr. Tatlock, a set of Connecticut Journals from 1865 to 1880, together with thirty-two of later date, and also a large collection of theological pamphlets, in part bound, which I have not been able as yet to arrange and catalogue. Mrs. Tatlock has also sent the papers and manuscripts collected by Dr. Tatlock for the report of the Committee on Clerical Support and Tenure of Office presented to the Convention of 1886.

I have acquired six Church Almanacs by exchange, and one of 1830 (the first printed) by purchase.

I have sent to the Registrar of the Diocese of Louisiana five Connecticut Journals of recent dates; to the State Library of New Hampshire the reprint to 1820, and a complete set of Journals from 1840 to 1896; and to the State Library of New York the reprint to 1820 and the Journals for the years 1841-1847 and 1851-1896 except one which it already had. The constant call for sets of Journals for important public libraries makes it necessary to appeal for such copies of our Journals as their present owners do not need to keep; there is a special need of those for the years 1848, 1849, and 1850. I have also sent to the Library of the Church Club of New York seven General Convention Journals.

I was able to report last year that our sets of the Journals of all the Dioceses in New England and the Middle States from 1877 (the year of my appointment as Registrar) to 1894 inclusive had been bound in forty (erroneously given as thirty-eight) volumes, and the earlier Journals of New York from 1828 in eight volumes. This year the Journals of Massachusetts 18411876 have been bound in six volumes, and those of Western New York 1848-1876 in four volumes; also the Journals of Long Island, Central New York, and Albany 1868-1876 have been bound in five volumes, completing the sets for these Dioceses. (A copy of the Massachusetts Journal for 1834 and one of Western New York for 1841 would enable us to complete these two sets.) Also the Journals 1877-1894 of all the Dioceses outside of New England and the Middle States which were in existence in 1877 have been bound this year, with the exception of West Virginia, of which I have not been able to find the Journal of 1877, that of the first Convention. In the following cases the set has been carried farther back and made complete: Arkansas from 1871, Fond du Lac from 1875, Southern Ohio from 1875, and Western Michigan from 1874. The bound sets of Quincy and Springfield, both organized in 1877, and of East Carolina, organized in 1883, are also complete. Of the other Dioceses organized since 1877 our sets are complete, but they are not ready for binding.

Thus to the seven bound volumes of Connecticut Journals and to the forty-eight volumes of those of other Dioceses bound last year, have been added this year seventy-seven, making in all one hundred and thirty-two volumes, a very valuable collection. To complete our unbound sets I was obliged to make application to various sources for Journals of several

Dioceses-twenty-three different publications in all; and I am greatly obliged to those who have sent them. Our set of Journals of Missionary Jurisdictions is far from complete; but I trust that before long they may be, in part at least, prepared for binding.

The General Assembly of the State having passed a resolution amending the charter of The Trustees of the Berkeley Divinity School, a copy of the resolution is presented as an appendix to this report.

I respectfully ask for an appropriation of twenty-five dollars this year for the binding of Journals and pamphlets.

APPENDIX TO REGISTRAR'S REPORT.

AMENDMENT OF THE CHARTER OF THE TRUSTEES OF THE BERKELEY DIVINITY SCHOOL.

At a General Assembly of the State of Connecticut, holden at Hartford in said State, on the Wednesday after the first Monday of January, in the year of our Lord one thousand eight hundred and ninety-seven.

Resolved by this Assembly:

SECTION 1. That section one of the resolution passed by the General Assembly in 1854, incorporating The Trustees of the Berkeley Divinity School, be and the same is hereby amended by striking out all of said section after the words "and may have a common seal and may change and alter the same at their pleasure"; and inserting in lieu thereof the following and also shall be able in law, to take, either for themselves or in trust, for the uses and purposes of said School, by purchase, gift, grant, devise, will, donation, or by the appointment of court, or other legal tribunal, or in any other manner, and to hold any real and personal estate whatsoever; provided always, that the clear yearly value of the real estate to be so acquired shall not exceed the sum of ten thousand dollars; and also that they and their successors shall have power to give, grant, bargain, sell, convey, or otherwise dispose of all or any part of the said real and personal estate, when not inconsistent with the terms under which the same may be held, as to them shall seem best for the interests of said School.

SEC. 2. Section four of said resolution is hereby amended to read as follows: The Bishop of the Protestant Episcopal Church in the Diocese of Connecticut, for the time being, shall always be, ex officio, president of the board of trustees and of the School; and the rector of the oldest Episcopal parish in the city of Middletown, for the time being, shall always be, ex officio, a member of the board of trustees; and a secretary of the board and assistant secretary, if necessary, shall be elected by the trustees, to hold office during their pleasure.
