The Rev. Mr. Dorwart has the Parishes of Newport and Thompsontown under his care, where he has regular services every Sunday. He has also what we might call "Preaching Stations" scattered throughout three counties, at Mifflintown, Port Royal, Loysville, Millersburg and Halifax, where he holds occasional week-night services in buildings loaned or hired for the purpose. Of these, the earnest little band of women at St. Bartholomew's, Millersburg, are working with a hope and determination which is sure to produce results.

From the foregoing the following marks of progress will be noted since our last Annual Report:

A new Church edifice has been completed at Delta; Hanover has become a separate Mission and very soon ought to be selfsupporting; a new Church has been consecrated at Galeton; Camp Hill, Waynesboro, Hollidaysburg and Juniata, have acquired lots and paid for them; Gettysburg and Lykens have installed new organs, one costing $1,000 and the other $700; Mt. Hope, through the beneficence of Miss Grubb, and Tioga through the beneficence of the late Mr. and Mrs. Matthews, have fallen heir to comfortable Rectories; Mt. Joy is about to erect a stone Parish House; St. Andrew's, at Harrisburg, has materially reduced its Church debt, and Trinity, at Steelton, has declared its independence from the Board of Missions; while Williamstown has acquired a lot, erected a frame Church thereon and paid for it; Orbisonia and Blossburg have made extensive repairs; Catawissa has had its first coat of paint in forty years. (No color is mentioned). At Jersey Shore a Rectory and guild room has been erected; and a guild house is in course of construction at Berwick. The Bishop Darlington fund, started by the offering at the consecration of our Bishop, has been increased by our share of the Men's Thank-Offering, and other additions, until it now aggregates $2,961.87, carefully invested by our Treasurer.

Brethren, for the past two years our expenditures have been greater than our income, made possible only by making inroads on the balance on hand in June, 1906. This condition cannot

be continued indefinitely. Last year we assisted 50 Parishes and Missions, and supported 27 Clergymen, all with an income of $4,319. While many of you are expending large sums in making comfortable and beautifying your home pews, your Board is working out by Algebra how to pay a dollar salary with sixty-eight cents income, with the unknown quantity represented by "X" always occupying a prominent place. We need your more liberal support in order to give our Missionaries the necessities of life, to say nothing of a few of the luxuries, and to carry the King's business into new fields where the people are daily calling, in language of old, "Come over and help us." Mr. G. N. Reynolds, presented the report of the Treasurer of the Board of Missions. (Appendix D).

Mr. G. N. Reynolds presented the report of the Treasurer of the Deaf Mute Commission. (Appendix E).

Mr. G. N. Reynolds presented the report of the Bishop Darlington Fund for Diocesan Missions. (Appendix F).

Mr. A. P. Perley presented the report of the Treasurer of the Incorporated Trustees of the Diocese of Harrisburg for the year ending May 1st, 1908. (Appendix G).

The Secretary read a notice from the Secretary of the House of Deputies of certain proposed amendments and changes in the Constitution of the Church. (Appendix H).

The Rev. Mr. McMillan presented the

REPORT OF THE COMMITTEE ON CHARTERS.

The Committee on Charters to whom was referred the Charter of the Church of the Incarnation, York, respectfully reports that the Charter is in proper language and in legal form and has received the previous approval of the Bishop of the Diocese and the

Standing Committee. They therefore present the following resolution:

Resolved, That the Church of the Incarnation, York, be admitted into union with this Diocese and Convention and its delegates entitled to vote accordingly.

On motion, the resolution accompanying the report of the Committee on Charters was unanimously adopted.

The Convention proceeded to a consideration of the resolution presented by the Rev. Mr. Heakes at yesterday's session relative to the salaries of Missionaries. Mr. Heakes offered the following substitute for his resolution:

Resolved, That it is the sense of this Convention that the minimum salary of Missionaries of this Diocese, as soon as practicable, should be placed at nine hundred dollars per annum.

The Rev. Mr. Gibson moved to amend the substitute by striking out the words "as soon as practicable" and inserting in lieu thereof the words "after May 1st, 1909."

On motion, the resolution, the proposed substitute and the amendment thereto were laid upon the table.

Mr. C. LaRue Munson, on behalf of the Rector, Wardens and Vestrymen of Christ Church, Williamsport, invited the members of the Convention to be the guests of that Church at the Ordination services to be held Thursday, May 14th, which was accepted with the thanks of the Convention.

REPORT OF THE COMMITTEE ON CANONS.

The Committee on Canons having given consideration to the matters referred to them by the Convention respectfully recommend the adoption by this Convention of the proposed amendment to Article XII of the Constitution.

The Committee are of the opinion that the question of the erection of an additional Archdeaconry by the sub-division of the present Archdeaconries should receive further consideration before action is taken by the Convention.

The Committee are of the opinion that it is inexpedient to amend Canon II by adding thereto any definition of the word "Communicant."

The Committee recommend the adoption of the proposed amendment to Section 2, of Canon IV.

The Committee on Canons has had under consideration an amendment to Article VIII of the Constitution (See JOURNAL of 1907, page 129). In view of the terms used in the Charter of the Incorporated Trustees, especially in Article V, of the Charter, the Committee on Canons amends the proposed amendment to read as follows: "Five persons, Laymen of this Diocese, and citizens of Pennsylvania, one of whom shall be the Chancellor of this Diocese, shall be elected at each annual Convention as Trustees of the Incorporated Trustees of the Diocese of Harrisburg."

The Committee submitted the following resolutions:

First,

Resolved, That Article VIII of the Constitution be amended by adding thereto a new section as follows:

"Section 4. Five persons, Laymen of this Diocese and citizens of Pennsylvania, one of whom shall be the Chancellor of the Diocese, shall be elected at each annual Convention as Trustees of the Incorporated Trustees of the Diocese of Harrisburg.

Second,

Resolved, That Section 2 of Canon IV, be amended by inserting the words: "6. On Sunday-school Instruction" after the words "On Unfinished Business."

Third,

Resolved, That Article XII of the Constitution be amended by adding thereto a new section in these words:

"Section 6. No Parish shall be admitted into union with this Convention until such Parish shall have guaranteed a house for the use of the Rector, free from rent and an annual salary of not less than one thousand dollars."

Fourth,

Resolved, That the proposed amendments to Section 3 of Canon VIII be referred to the Committee on Canons with instructions to report thereon at the next Convention.

Fifth,

Resolved, That the Committee be discharged from the further consideration of the proposed amendment to Canon II.

The first resolution was adopted by a vote by Orders, unanimously in each Order.

The second resolution was unanimously adopted.

The third resolution was unanimously adopted by a vote by Orders, unanimously in each Order.

The fourth resolution was unanimously adopted.

The fifth resolution was adopted.

On motion, the first and third resolutions having been approved by a majority in each Order, were laid over to next annual Convention for final action.

REPORT OF THE COMMITTEE ON THE INCREASE OF THE

ENDOWMENT.

The Committee on the Increase of the Endowment respectfully report:

Efforts have been made during the year to collect amounts due on subscriptions to the Endowment Fund. That nearly $850 have been collected this year. That owing to widespread financial disturbances and to other reasons, it has not seemed possible except in two instances, to increase the amount of the subscriptions to this Fund. That by reason of financial stress several payments have been deferred.

The Committee respectfully recommends that this Committee be continued or a similar committee be appointed to continue the work properly belonging to it.
