478 FOREIGN AFFAIRS, 1754.

Otwithstanding the declaration and orders iffued by the French king, which we gave in our laft, many of the conftitutionist ecclefiafticks continue to refufe adminiftring the facraments to thofe who will not declare their acceptance of the conftitution Unigenitus; and the parliament of Paris, fince its being recalled, as well as the other parliaments of France, continue to profecute and punish all fucli ecclefiafticks as do fo; but if the king's council of fate does not interfere, which it has not lately done, thefe ecclefiafticks will at last be forced to depart from their fchifmatical obftinacy.

From Cadiz we are told, that there are 12 men of war in that port completely fitted out, and ready to put to fea, whenever the court fhall be pleafed to give orders; and from Lisbon, that the nine French men of war under count de la Galiffoniere caft anchor the middle of last month in Lagos Road, where they bought up a great quantity of provifions; and that about the fame time, another French fquadron of eleven men of war appeared off Cape St. Vincent.

From Stockholm, Sept. 24, they write, that most of the men of war built there for France and Spain, were ready to he launched; and that about the middle of this month they would fail for Breft and Ferrol, with a confiderable quantity of iron cannon, bombs, bullets, &c. on board.

Warfaw, O. 3. The general dyet was opened here the 30th of last month with the ufual ceremonies. The nuncios have ing affumbled in their chamber, M. Maffaifki, the court's treasurer in Lithuania, and nuncio of Grodno, who was marthal of the last dyet, opened the feffion, in quality of director of the chamber, with a fpeech, wherein he exhorted the affemFly to proceed to the election of a marsha!: But the nuncio of Wilkomirz stood up, and defired, that, previous to all other matters, he might be allowed to speak of certain affairs in which the intereft of the State was concerned. This motion being oppofed by the majority, as contrary to the conftitutions of the kingdom, there was no poffibility of making the chamber agree, and fo they adjourned to the next day, but with as little fuccefs then as before, because the nuncio of Wilkomirz would not defift from the motion he had made. Yesterday, as foon as the chamher fat, he declared that he would defift from it, and not impede the election of a

marshal, upon condition that they would engage, as foon as the election should be over, to ufe their endeavours to get the troops of the crown withdrawn from the town of Duhno, whither they had been fent on occafion of the difputes about the affair of the ordination of Oftrog. This propofition was backed by feveral other nuncios, who demanded, that deputies fhould be fent to the king, in order to be feech his majefty to apply fome remedy to the differences which that affair had occafioned, before any other business were taken in hand. Divers nuncios having difapproved of this motion, warm debates enfued, in the midft of which a nuncio of Wilna fiarted a difficulty concerning the precedency of that palatinate; fo that the director of the chamber was obliged to adjourn them to this morning, when they meet again; but the whole day has been fpent without being able to agree about the election of a marshal.

Extra of a Letter from Conftantinople, dated Sept, 16.

On the ad inftant, about a quarter before ten at night, we had the moft terrible fhock of an earthquake which I ever felt in this place, though I have refided here for many years. It was fcarce inferior to that at Smyrna, March 24, 1739, and has done great damage in different quarters of the town, viz. Four of the feven towers, the vizir han, and many houses, with all the turrets on the walls of the city, are fhattered; the fickirgi han, the cupolas of the portico of Sultan Mahomet Giami †, a bagnio, the prifon of Galata ‡, feven minorets, and Tome houfes in the Pralat, are entirely thrown down. Some fay 2000 perfons perished in the ruins, others make them only 900, and others again reduce the number to 50 or 60: But though I have been at fome pains, I have not been able to come at any precision in this particular. We have had frequent small shocks every 24 hours fince; and on the 6th, about nine at night, we had fuch a peal of thunder as I never heard in any country. It began at the west, and went on gradually to the N. E. for an hour and half without intermiffion; and when it was over about half an hour past ten, the heavens were quite ferene and clear. On this occafion none of the Europeans have fuffered, either in their perfons, houses, or magazines.

The Monthly Catalogue, for October, 1754.

From Mantua, and feveral other parts of Italy, we were informed, that it is apprehended there, that the intrigues of the feveral branches of the house of Bourbon, which trave an intérett in that country, will not only be the occafion of rai

ng disturbances that may interrupt the repofe of that part of the world, but may poffibly kindle a flame which may extend itself over all Europe.

Some propofals have been lately made to the court of Peterburgh about reviving the trade of the Cafpian Sea, by means of an annual fleet, to be built at

the expence of the crewn, the ships to be commanded by Ruffian officers, or at leaft officers in the Ruffian fervice; but merchants and their goods to be tranfported at a reasonable rate, with a fufficient force to efcort and protect them. In cafe this project can be brought to bear, it is intended to make Aftracan the mart where all Perfian commodities are to be vended. But till the troubles of Perfia are fome way or other at an end, it is not easy to conceive, how a scheme of this fort can be carried into execution with any poffible hopes of fuccefs.
